Voter Registration

  • It is required that students provide either the last four digits of their social security number or their Minnesota driver’s license/Minnesota identification card. The “I do not have” box is reserved for those who truly do not possess a social security number or a state issued identification. This checkbox is not available for use if the voter has identification, but doesn’t have it with them. Kirby Student Center will provide this requirement ahead of time as much as possible so students come prepared to be able to vote.

Voting Resources

  • Help from ballot marking machine: Most polling places have a ballot marking machine that can mark a ballot for a voter. It gives the voter privacy if they cannot (or choose not) to vote using a pen. The machine has a screen that displays the ballot in large print or with a high-contrast background. It can also read the ballot to the voter through headphones. Voters can fill out a ballot using a Braille keypad or touchscreen. After the voter makes their choices, it prints their completed ballot.
  • Help from election judges: Election judges are there to help voters through the entire process of voting. If voters need help marking their ballot, two election judges from different political parties can assist. They are not allowed to influence voter choices or tell others how a person voted.

Guidelines from City Clerk’s Office

  • Voters have the right to vote without anyone in the polling place trying to influence a vote.
  • No one can campaign inside the polling place or within 100 feet of the polling site’s exterior entrances. This includes the hallways leading to the polling site, and all elevators and stairways leading to the polling site.
  • Campaign Material: Campaign materials and active campaigning is not allowed. Polling judges will work to control any candidate or ballot question in the polling site room. We are asking for assistance in complying with State law that prohibits candidate or ballot question signs within 100 feet of the polling place on election day. The relevant statute provides in part: “MN statutes 211B.11 ELECTION DAY PROHIBITIONS, Subd. 1. Soliciting near polling places. A person may not display campaign material, post signs, ask, solicit or in any manner try to induce or persuade a voter within a polling place or within 100 feet of the building in which a polling place is situated.”
  • Voters cannot wear clothing, hats, buttons, etc. that promote a candidate or a political party.
  • If a student has not voted and is sick or in quarantine: Voter can request an absentee ballot but the completed ballot must be returned to the proper election authorities no later than election day. Guidelines for Kirby Student Center and student organizations

  • In consultation with the Duluth City Clerk's office, and in the interest of promoting best practices in the voting experience, Kirby Student Center does not approve reservations for meetings or events on the third floor of the facility on election days. Kirby Ballroom is an unusual polling site as it is situated within a busy building; as such, we take additional steps to ensure the integrity of the voting experience
  • No campaigning or political party related posters or events on Kirby Student Center third floor (this includes posters for events that may be election-related, party-related, or candidate-related)
  • If there is a voter celebration event, no signs can be displayed on third floor (or the floor where voting takes place) or along stair wells/pillars leading to third floor Kirby Student Center
  • No campaign materials or signs (other than “get out & vote” or directional for polling site) in stairwells/pillars leading to third floor Kirby Student Center
  • No chalking or campaigning with political, party or campaign messages within 100 feet of Kirby Student Center entrances (Bus Hub, North & South entrances)
  • No campaign, party or political posters in or on elevators leading to Kirby Student Center third floor
  • If candidates are in Kirby Student Center, their visit must be in conjunction with a student organization sponsored tabling event and limited to the Kirby Commons. Tabling guidelines apply
